That's like saying make porings drop jellopy less often because they aren't worth much. Also, hill wind cards are good for beginner wizards in a cheap Rod[4] to JT Siroma / party in ice dungeon. Sure they are cheap, but that's mainly because hill wind are good money from their other drops. That's why they get farmed so much.
