don't be too confused, there be many free online english dictionaries that should be of help (assuming language is your issue). Try "free web dictionaries" or "wordweb".

furthermore, customs info etc are in the forums and wiki. As for general RO info, try ratemyserver, roratorio's calc, irowiki, and doddler's (yes, just google them).
