Marriage Devotion

As I looked at the "Devotion" Crusader skill, I thought about it's level range point. I thought about how cool it would be to use it outside the 10 levels to help lower level characters (don't worry, not what this topic is about), then about how adopted characters can leech at any level. Is this also the same for use of "Devotion", so that it could be used on spouse and children regardless of level? Considering it's name and effect, it sounds like it would make sense, to me. If it isn't, it is possible to make it so you can use it regardless of level for RO "families"? It's not really important to do so though, so disregarding that idea would be understandable anyway.
