can ya make runestones a currency to buy stuff?
certain things like elu and enriched elu fron npc and a quest to unlock npc?

Runestones are used in faeheim/lutia already so in a sense, they already are a currency item. Plenty of players will be happy to buy them off of you so they can make hats or do enchant attempts.
