No, this does not.
If monsters change aggro or if the player killing them leaves the map or dies, then you are free to kill the monsters since now the player who had priority is not there. :D

Well, it'd be better if newb archers at least know charge arrow if they want to hunt there. I just feel bad for them who used up lots of arrows for nothing. :/
for the command, i really don't think it's necessary here.
1 thing though, just when i was about to change to bard, i did saw 1 archer passing by there when i was about to leave for prontera to buy a singing flower for the quest.
