I doubt anyone know yet, except the GMs.
I do believe it's also related to the monster's level, like current Gift Boxes dropping items.

The drops chances are based on the level of the monster you are killing. Killing lower level mobs will result in a lower drop chance.

The Drop rate Seems Pretty Low for each item.
I Took Cheese as a drop Just Recently.
And Was Hunting High orcs (Level 52 monster) for abt 15mins.
Got 1 cheese.
Better Start Hunting the Cloud Hermits as they have 100% Cheese Drop rate.
But For Royal Cookig kits.
As Royal Cooking Kits are Supposed to be a bit rare.
It's Pretty much ok.
