I downloaded Choice 3 RO already installed + mini installer and I added the necessary files needed. Now it is saying heRO.exe has encountered a problem and needs to close. We are sorry for the inconvenience. What should I do before I download the full installer?

Follow the steps outlined here.

If you have RO already installed, I am also guessing you have had other private server's files in that folder too. You need to clean out the old servers folders and files or try a fresh install. A fresh install of RO is always better anyway.
