actually what if you allowed for a "hatter card" drop, it would be a special item to be used at the hatter yes, however what if it were made so that you could only use one of these special hatter cards either per character or per account. you could allow them to be tradeable but once the character/account has used that one hatter card up, then they'd be out of luck.

maybe i wouldn't go that extreme with the hatter card itself being usable only once per character, but maybe limit it to once per hatter hat usage, so you'd still need 3 more hatter cards. in this way hatter cards would not fluctuate in price considerably as it'd probably be cheaper to get the hatter cards rather than this special hatter card that we could have drop from monsters. this way the price of this special card would be relatively high regardless since you can only use one per hat/char/acct/whatever.
