Of course this creates problems of its own as the higher vote triers might get discouraged if they don't win but I would hope people understand percentages and even if its 999 to 1 if its not 100% its not for certain . Either way there are negatives to both sides.
If I may suggest something. I would say have a tiered reward lotto system. So like if someone votes 30 times in the month they get a chance at a lower tier. If they get 40 tier 2 item and maybe have 55 be the top tier basically someone who voted twice every day of the month. Or maybe rather than item reward as Tsubaka said might be frowned upon maybe these people could win an event of their choosing. I can't imagine that being against the voting rules.

Here is what I propose:
Make each vote worth a relatively higher number, say each time you vote its worth 70 cash points. Then, you can have the points be worth more as our rating goes up, thus, true incentive for people to vote. ...Rather than making Nazi Germany looking like a friendly and tolerant place.
Then as rewards, you could have them use the 'cash points' to get donation-esk items with an NPC vendor so that everyone has the same opportunity to get stuff without being forced to buy in-game stuff for cash. Not necessarily easy to get, perhaps about 4k-5k points for a box of enriched elu? 2k-5k per simple hat depending on stats (such as was originally planned), aka hats for looks would be cheaper, hats with stats would be more expensive, other various things like custom pets and the like.
Note that 3500 cash points would be voting for both sites every 12 hours for 25 days straight (which is an unreasonable assumption due to how that would work in practice. (Every day your voting would be pushed back until you get to the point in which you would have to sleep before you can vote, thus losing accumulated voting hours. Also there are OTHER voting websites to consider if you wanted, though the only thing that would effect is how much voting would be worth in the proposed system.
