Or instead of the quest lowering itself to help people complete it, people can raise themselves to meet the standards of the quest.
Of course, that's only applicable if the quest is interesting enough. I don't have 10 people yet though so unfortunately won't be doing it (at least until after the 17th before I even consider it.)
