I hope you mean Enriched Elu/Ori are account bound, but transferrable via GM-service, otherwise,

Custom Item Transfer: you can transfer 1 normally "non-transferable" custom gear to another account.
Conditions:
- If transferring a heroic gear, the other account must have same allegiance.
- The account you are transferring the item to, does not have to be yours (aka you can give it to someone else).
- The item must be custom, you cannot transfer official non-transferable gears, such as The Sign for example is not allowed. (Exceptions: Enriched Elu/Ori and Continental Guard Seal)
- Nobility gems cannot be transfered.

nope, it's never enough simply because people will keep on killing monsters and getting loots and NPCs will buy loots and pay for it from an endless source of zeny. So, no.

time and again, i must +1 how well the GMs have kept the economy in check.
