The sage uses the skill and makes the scroll using such and such items and at success rate based on Endow Element level and Int/Dex.

A lot of people have been conplaning regarding the unfairness of some class being able to use elemental and others not. So yes for the next ToH I will allow the Elemental Converters, you may bring 5 maximum. I will adjust if need be after the next ToH.

And no, they are not scrolls, those are still forbiden.
