If you're above level 89, yes. But the quest is currently bugged so I wouldn't count on it.

So what happens if the last line of defense falls? the end of heRO/Rune Midgard as we know it? or is someone going to go pester thanatos to have him reseal Morroc like he did ages ago?

hmm... Best I can come up with is a Krim-style Scenario where the whole server gets wiped clean and we all have to start all over with novices with zero gear. Better yet, make the area to get to the HeRO guardian a Flower Maze with muscipular, flora and drosera like she used to, then when you finally get to town, you spawn in a pit that instantly kills you, like those 4 pits in Ayothaya. If you're lucky enough to get out of that, Stanley Morroc is there waiting for you to be your bestest best friend for all eternity, or at least until you decide to shut off the game and go back to your school work and/or chores.
