I just don't quite grasp how having an NPC or Auction service would be less of a zennysink than not having one.

Cause you have to evaluate the one-time zeny sink vs the long term economy zeny flow (not zeny sink) of people buying and re-buying cards if they cannot decard, which is preferred (not necessarily 'better') for the GMs.

I don't think it's really an economy thing why decard is bad. It's more that it's such a huge advantage for the selective individuals who can decard that I personally prefer there to be either no decarder, or a reliable steady way to decard via NPC for everyone.
